After transfer: Backgrounds are not shown/available

Bug description

After transferring from old to new Android phone, the Backgrounds are no longer present in the chat. I only used invidiual backgrounds.

Steps to reproduce

• Set background on old device in a single chat
• Transfer Account to new device

Actual result: Chat backgrounds are not transferred, although the information that there is a background is transferred (see screenshots below)
Expected result: The same Background image as set on the old phone is available and shown on the new phone

Notice the 'Clear Wallpaper', although there is no background visible (after the transfer):

I have to add: this only applies to custom backgrounds, not the ones shipped with Signal

Just transfered from 6.35.4 to another device also on 6.35.4 - the backgrounds are still not transferred.
