Bug description

Within Signal settings, android users should be able to choose backup location

Steps to reproduce

• Open Signal, go to settings;
• Chats;
• Chat backups;
• Tap "Backup folder"
  Actual result: **************** Nothing happens
  Expected result: Native folder selector (or custom folder selector) opens to allow one to choose backup location.

Device: LG G7 ThinQ
Android version: 9. (4.9.112)
Signal version: 7.11.3
