Bug description
The Signal app icon in the Windows taskbar keep highlighting itself every now and then, even though there are no new messages.
Steps to reproduce
Just open Signal is enough. It may take a minute or two before it alerts.
Actual result:
When clicking the icon the highlight goes out, but then after a while it alerts you again.
Doesn't matter if you minimize or leave Signal app open.
Expected result: The icon should only notify you when it needs your attention, e.g. when there is a new message or some other notification. However, there is no notification!

tldr: chrome's api/implementation of drawing attention to the dock or taskbar is flakey and there's nothing we can do to change that, so we're punting on this issue until we migrate to electron, which has much more predictable behavior.
