Emoji window top cut off when forwarding media

• I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.

Overall summary

The emoji window for forwarding media seems to be cut off on the top at the default window size for macos.

Steps to reproduce

1. Go to any chat.
2. Choose to forward a message to another chat.
3. Click on emoji window.
4. Top of emoji window is cut off and difficult to interact with until window is resized.

Expected result

Emoji window is fully accessible and interactive when forwarding media.

Actual result

Emoji window is not fully accessible and interaction is harmed when forwarding media.
