Bug description

Unblocking a user when a paired desktop device is offline seems to re-block them when the device comes back online.

I use signal with two desktops that are paired to the app on my mobile.

Steps to reproduce

1.) I blocked the user on my first desktop, while the second was offline.
(1a) I could not unblock them on the same desktop - for some reason unblocking only works on the mobile app)
2) I unblocked the user on my mobile app, and they were also unblocked on the running desktop
3) I started the other desktop and signal on it, the user was blocked on all devices again.

I can reliably repeat this behavior.

Device info

Device: Samsung SM-G960F
Android version: 13
Signal-Desktop version: 7.11.1 (both desktops)
Signal-App version: 7.6.2

Hi, this feels like a desktop bug, so I'll move it over to that repo. In the meantime. getting debuglogs would be super helpful for debugging the issue.
