All group function not working and not able to send group message

Bug description

i just install Signal again on my iphone IOS 17.4.1. i didn't transfer any old message so brand new install app with zero data.

Problem is that all the existing group I have , I can no longer perform any group function as a group admin. I can't add member, I can send message but no one in the group see that message nor able to receive any message from group.

However, newly create group works though.

I do see other post on similar issue, but none of them provide debug log. Mine does.

Steps to reproduce

Delete Signal app
Install again from app store and do not transfer message
You will see Signal slowly prompt all the group you have joined
None of the existing group can see your message and you can't receive anything from those group.

Actual result: Describe here what happens after you run the steps above (i.e. the buggy behaviour)
Not able to send message that can be viewed by group member, and not able to receive members' message.

Expected result: Describe here what should happen after you run the steps above (i.e. what would be the correct behaviour)
No group message receive and whatever I send , ppl in the group don't see it. You can see the screenshot below, Both phone are in the same group. The one on the left sending message , but the right is not able to see and vice versa.
