Move dependency checker from rules makefile to configure.ac #55

With SILE itself being built with automake the check_dependencies target as a part of the runtime rules file doesn't make much sense any more. All those checks (or most of them) should move to configure.ac.

This has been done. How projects are supposed to handle their own dependencies is still up in the air, but I'll open a new issue for that.
