User ID not given, userUri Bug

The user ID is not given by the API, but it's ask to get the user tweet.
So I try to uses userURI value bt I get 2 errors message :

ResourceNotFoundException in UrlMatcher.php line 98
and
NotFoundHttpException in RouterListener.php line 123
