Turning off Tabs doesn't work

What steps will reproduce the problem?

1. Turn off Tabs in options

What is the expected output? What do you see instead?

Tabs should not be shown, tabs are shown! Note that the option to show
tabs only with maximised documents also doesn't seem to work.

The PN code is correctly calling KeepTabsHidden on the tab object, but this call is
being ignored as m_bKeepTabsHidden is already true at this point. Need to
investigate where it gets set to false and work out if the options check can be
moved beyond this.
