Store entered message and other details in local storage

To ensure that users don't lose the often extensive amounts of time they spend writing a message to their representatives, it would be good to periodically store the contents of the fields to localStorage so that an
accidental page refresh or a failure to send the message doesn't drop all their work.

The local storage could be dispatched when the message is successfully sent.
