Does this work anymore. I turn on photobooth with enables my camera, then run this. I get false every time.

I just tried it. It works fine for me on two different MacBook Pro's 10.15.6. You haven't provided any useful debug information like system info.

I just installed this and am seeing the same issue on macOS 10.15.7. I have zoom open to the video settings, camera is on but the CLI prints ✖ Camera is off. Any further info I can provide or steps I can take to help debug?

Another data point which may help debug, I have 3 software cameras installed from various apps, snap cam, epoc cam, mmhmm. Could those cameras be interfering with the swift file?

For me only work with the mac default camera, not with a USB camera. So I guess virtual cameras are also not supported.
