api_interfaces: implement picking most likely candidate from pipl possible matches

at the moment only picks first from the list of possible matches as placeholder code

have done further work on this in the latest PR #59 though we still need some kind of method to further narrow down a person once we've narrowed down the list of possible persons to just locals. any ideas on this @sirredbeard?

If we get an age from Pipl we can rule out people 18 and under.

I don't think we can for this project, because this is a scattershot approach.

In the next iteration of this project, where I think we will track and have different packets go out based on the type of case filed and the zip code, then maybe we can do more filtering.
