Add more command-line flags to the tools

There are some receiver config parameters that have no matching command-line parameters e.g. allow_out_of_order and allow_unsized_heaps. The C++ tools also lack the --affinity options of the Python tools, which is particularly problematic for spead2_recv --ring which runs multiple threads.
