Store fleet of a planet

The fleet on a planet should be stored, this includes the following tasks:

• Adding a Fleet domain object.
• Linking the Planet and Fleet objects.
• Creating services to be able to update the number of ships on a planet.
• Creating a controller that hosts an API such that the userscript can inform the OLog instance about new ships it has found for a planet, both for data scraped from the fleet and the shipyard pages.
• Create a service to be able to update the number of solar satellites on a planet.
