Describe the problem and solution

사용하고 있는 ECS의 AutoScalingPolicy의 수정이 필요합니다.

[현재 문제점]
Iris cluster에 부하가 걸리는 경우, EC2 인스턴스는 자동 scaling이 되지만,
service에 설정이 없어서, task는 자동으로 scaling이 되지 않습니다.

[개선]
Iris Service에 service auto scaling 을 추가하여 taks 개수를 조정합니다.
