Delete institution scenario

• user can delete an institution, but later restore one with the latest values restore institution scenario #48

• tab state changes to deleted

• selected next available institutions

• if no institutions are available after deletion, do not select institutions

• Create empty states for new, no institutions left etc #54 Later

The question is - How to mark institution deleted?

1. Disable fields?
2. Create new state with list of disabled institution?
3. Use a hidden field in use-hook-form, ie isDeleted ?
