Attempt to remove User from the Role fires an exception

Describe the bug

It's not possible to remove user from the Role if you are on the RoleUsers page

To Reproduce

Steps to reproduce the behavior:
Situation 1:

• Go to Roles -> Users
• Try to delete any user from this role

Situation 2:

• Go to Roles -> Users
• Search any user
• Try to delete user from this role

On RoleUsers.cshtml page roleId expecting to get from URL
var roleId = Context.Request.Query["roleId"];
but on this page it's empty by default and when searching
