Dimming the entire activity like a Dialog

Is there a way we can dim the Activity of the Balloon similar to how an Activity gets dimmed when system Dialog pops up, but also highlight the item that the tooltip is pointing to? This tooltip library can do that:

I also wish we can dim it with the same opacity, with the same animation (fade in/ fade out) as the system dialog as well. I'm not sure if that's possible.
