In a user's profile settings, have a mobile-specific section that lets them turn on/off certain settings to save data on their mobile plan:

twitter/facebook/other embeds (when they are implemented)
I switch between PC and mobile a lot and do not like having to switch settings everytime I get on a different device or just ignoring certain threads when I am not on wi-fi.
There does not appear to be a way for all desktop browsers to detect what data connection is being used, unfortunately, because it would be preferable to have these settings go into effect when on 3g/4g/etc. It should be possible to detect when someone is on a mobile browser, though.
