Tag selector available tags filter in service activation

When we use Tag selector in activation settings, we should see just the trained tags.
No we see the whole taglist, but instead of this we should see the full list.

this is how it works now.
However for the prepare popup I will remove to select all the tags, because the API should do the default setting with all the leaf tags
