No Fill in Small Spaces #554

Slicing this STL: http://www.thingiverse.com/download:80937

Using 2 shells, 2 solid layers, 100% infill.

Slic3r generates gcode with one outer shell, one inner shell and no infill between them. This produces an extremely brittle print!

#464 is where I noted this, I believe it is being looked into/fixed already
