Regarding the Non-App Control Surfaces, it'd be great to have a settings UI entrypoint.

Specifically, partners are requesting the ability to provide a notifications settings url.

It sounds reasonable to me to add keys something like:

site_settings_url: ...,
site_notifications_settings_url: ...
