In whatwg/html#1487, HTML's script-fetching algorithms were updated and improved. This aligns service worker, which is a heavy consumer of those algorithms, with those changes.
DO NOT MERGE YET. This relies on whatwg/html#1487 first being merged, and then on a day or two for Shepherd to scrape HTML's newly-exported
<dfn>
s, and then I have to rebuild the .html. But feel free to review!!
