Ran into this issue again

validating log entry: verifying inclusion proof: wrong proof size 11, want 12

Created sigstore/cosign#2123 to ask for help.

This was the flake that I have no idea how to reproduce: the inclusion proof will change at every entry update, so it's only valid at the time that the entry was added.

Is this possibly a race where the inclusion proof is updated somehow between the time the entry is created and time it's verified by the client?
