It would be surprising if it didn't since the very first line of the readme states:

@JafarAkhondali I guess the example below from the readme is what many (non-English speaking) people will find useful (where reference would be the en srt and unsynchronized the target): subsync reference.srt -i unsynchronized.srt -o synchronized.srt
Yes! So far I've tested on English and Mandarin and it seems to work fine. Since it's just using presence / absence of speech, I think it should work for any language.
