经过测试， 很多地方貌似不同了， //go:embed ..\config.toml 这种写法才是对的

"前面的例子都是package一级的的变量，即使是函数内的局部变量，也都支持嵌入"

这块应该是不支持的，我go1.17测试报错：
go:embed cannot apply to var inside func
