State/Province dropdown in frontend should be empty by default

There is a setting for State/ Province required but since the State gets populated by default [in case of US: Alabama], the customer forgets to select it this leads to an issue with the wrong address and often payment gets declined. The customer should be forced to select a State instead of defaulting it to the first available for the country.
