Add S3 cleanup as a part of shutdown lifecycle

Since we're starting/stopping instances, we run into the issues where we have orphaned mp3 files left in S3 when shutting down EC2 instance. We should set up some sort of lifecycle hook for the S3 app to clear the uploads/ bucket when the app shuts down.

Might not matter if we implement persistence properly
