Compilation manager (CM)

Description of the problem
The ml-makedepend tool will generate an empty file that overwrites
the existing dependency file, when there is an error in the
compilation (e.g., ml-antlr fails). This means that subsequent
attempts to run make will not have any dependency information.
Additional comments:
ml-mkdepend should only generate a new dependency file when there
are no errors.
