Set Time Zone for all services/API to UTC

Currently, the services/API takes the Time Zone from the system preference, which potentially would cause the date/time information to be all over the place when saving to the database.

Thus, should ensure all the services run in the UTC timezone. Further down the line, the application might track user time zone to better show the information in the UI.
