Bug Description

subprocess.CalledProcessError: Command '['git', 'describe', '--always', '--long']' returned non-zero exit status 128.

looks like the installer is written to build from git, whereas the package is also published to pypi?

To Reproduce

python3 -m pip install snapcraft

Environment

Red Hat Enterprise Linux 7.9
Python 3.10.11
Pip 2.3.1
Snapcraft 4.8.1
