"Error no status selected" in Bulk Checkin and Delete

Describe the bug

I am submitting this as a bug rather than as a feature request because it's poor design.

If you select multiple users and then select "Bulk Checkin and Delete", the subsequent page has a "Select Status" dropdown box that MUST be changed for the form submission to be successful. Failure to change this dropdown from the default will send you back to the previous screen, and you must once again select the "Bulk Checkin and Delete" option from that screen's dropdown.

Reproduction steps

1. Go to http://hostname/users
2. Select one or more users
3. On the subsequent screen, click the "Submit" button
4. Error occurs.

Expected behavior

In a case where a parameter is REQUIRED for the successful submission of the form, the "Submit" button should not be activated until that parameter is changed. In this case, the dropdown should change from the default, unacceptable value before the "Submit" button is activated.
