[Feature Request]: api to upload user avatars

Is your feature request related to a problem? Please describe.

The API for users does not allow for uploading user avatars (profile images),
We have hundreds of users and I want to upload staff and student photos but don't want to go through each user one by one

Describe the solution you'd like

use a powershell script to bulk upload avatars
