What this does

Resolves:

Notes to reviewer

The commit is empty because the Dockerfile is using rolling tag registry.access.redhat.com/ubi8/ubi:8.7 so there's nothing to update.

A fix commit is required for the CI/CD pipeline to publish a new image to the container registry.
