The Rep-Link is accountable for "Removing constraints within the broader Organization that limit the Sub-Circle" - this sounds much like what I would expect from a ScrumMaster if Sub-Circle was replaced by Scrum team.
This assumes that the Scrum team is always encapsulated in a circle by itself - is this a resonable assumption?
