Describe the bug
slcli account bandwidth-pools-detail command is displaying an error when is set with an bandwidth pool id that has devices, to the rest of bandwidth pools that do not have devices display the expected info

Expected behavior
The command should display the info of all bandwidth pools, no matter if they have or not devices
