This looks like a great list of improvements. Given the current iteration of the site is simply a markdownification of the previous iteration, I was sure there was plenty to work on here...

I think the prioritisation that you've presented is pretty much the order that I would make these adjustments. The two examples you've given are a great start to this. I don't have any particular disagreements with the points you have raised.

Do you have any recommendations of how to enable site searching, build a sitemap or timestamp pages with the last time they were updated? In particular within the github pages version of jekyll we're using? (More than happy to research this myself, but if you have recommendations I'll take them.)

I don't know about sitemaps, search boxes and timestamps for GitHub-rendered pages.
