Define stakeholders early and explicitly

Some questions imply a stakeholder in some form (e.g. a community for releases or support, development team, organisational structures such as boards, roles, etc.).

As stakeholders change in projects, the SMP may need to change.

Should the stakeholders be defined early and explicitly and referred to within the SMP, to make it clear for whom each aspect is for and delivered from?
