Licence always owned by user #957

Hi @jbonnet , @felipevicens

The GK is returning "user_licence": "owned" even when the database does not contain any row:

gatekeeper=# SELECT * FROM license;
 service_uuid | user_uuid | license_uuid | license_type | description | validation_url | status
--------------+-----------+--------------+--------------+-------------+----------------+--------
(0 rows)

I noticed that because the int-10-bss-gkeeper is failing due to there are never any private licences to request
