SOOS ANALYSIS PYTHON SCRIPT

This release contains bug fixes as well as:

1. Support for a new "SOOS Supported Manifests" API that searches through an up-to-date
   list of supported manifest types and package managers.
2. Support for maintenance and other status messages--i.e., various API responses in the 4xx and 5xx range
   now have the appropriate response and messaging to help clarify the situation to the user.
