When using .help <rule>, we should try to display the privilege requirements associated with the rule, as it should contain them.

This should be doable with the rule system planned for Sopel 7.1.

Welp, that won't be doable with Sopel 7.1, I couldn't find the right approach. So, maybe Sopel 8, who knows?
