Fix directory permissions regression

Due to recipe ordering, /var/log/mysql does not get the correct permissions applied before the mariadb-server package gets installed, resulting in a scenario where MariaDB will not start.

I actually run all kitchen tests...After merging all PRs i could. And there's some regression bugs to fix. I think we can have a working version on supermarket by the end of tomorrow.
