Testers Doc

I'd like one doc to be an introduction to testing foursquare-for-android. 
How to file bugs, what to watch for on the mailing list, encouragement to 
post to the list with their opinions etc.

Set it as the welcome message for the foursquared-testers list. Assign to me 
when you 
guys are all finished and I'll update that page.

I also set the google doc to world-viewable.
