build-testing failure policy

Currently, the build-testing target generates many, many failures all of which are ignored due to the high rate of upstream package non-conformance with static analysis checks. Document the policy for when and how to ignore these failures but still ensure they are tracked for motion (i.e., if a package suddenly doubles in defects it should be examined).
