See this issue for a full description of the error I'm currently observing. I'm sure that there are other cases that I haven't found or noticed yet that cause similar behavior, resulting in ament_lint tools not capturing all results in SARIF, or a SARIF file never being generated for a tool (ament_clang_tidy in this case).
I'm not sure what the best way to solve this is, other than fixing ament_lint tools as we discover these irregularities in static analyzer output. As mentioned in our dashboard discussion yesterday, if we have tooling in the static analysis chain changing from under us, then doing "diffs" across tarballs generated from the post processing tool won't be consistent and meaningful.
