Description

a smesher should be able to stop creating ATXs but continues to mine for as long as its last ATX is eligible.

suggestion:

via a RPC, issue StopMining
continue to create proposals for as long as its last ATX is eligible
node becomes a non-smeshing node after its last ATX is no longer eligible
