Some initial unit tests added in a PR on the pandeia_1_2_fix branch. Very, very incomplete but it's a small start.

Need to consider how to set this up for CI. Requires a large amount of reference data to run Pandeia so I'm not sure how feasible it would be to CI this on Travis. Might need local Jenkins instance instead? Should discuss with more knowledgable members of DATB, including @jhunkeler
