persistent tasking in active zone

Currently the active zone sets all blue forces to 'aggressive' and all red forces to 'patrol'. We should be able to set red forces to aggressive for reinforcements etc. Maybe we only auto set the task in active zone if the group doesn't have a task or the task is 'move_to_zone'
