Create center dictionary

Establish the relation between the short and long center definition(e.g. mgh = massachusetts general hospital, boston, usa)

one possible implementation would be to have the "short" appear as a dropdown in the "acquisition" section, and the long being automatically displayed in an editable field, based on a dictionary previously created. Scenario are:

• if center_short does not exist, user would enter a new center_short and would fill the center_long definition. Pressing save would create a new entry in the dictionary
• if center_short exists but center_short needs update, then the user would edit the center_long editable link, and the dict would be updated upon pressing save.
