ケーブルが繋がっていないとか
ラズパイがガジェットモードになっているけど、その先がつながっていない
ガジェットモードが有効になっていない
データ通信不可なケーブルを使っている(どうやって判定する？)

とか。

何が足りていないとかを教えてほしい

switchとの疎通確認をするには、通称gagdet.shを実行すると switchと接続していなくても /dev/hidg0 が作られてしまうので、ファイルの存在確認だけではなく、接続プロトコルの最初の書き込みをしてack相当の読み取りができるかを見ないとダメそう。
